It all comes down to whether your lamps are actually putting out the UVC power they promised.
The nitty-gritty of UVC
Most of these bulbs peak around 254nm. To keep that steady, we focus on maintaining the right mercury vapor pressure. Here is where people usually run into trouble: the ballast. If your voltage jumps around or your ballast doesn’t match the lamp’s impedance, you’ll start seeing that nasty black soot building up at the ends of the tube.
